Proposal to Use Sablay Instead of Toga During Graduation

The use of toga, with its deep Western roots, has been taken for granted all these years despite its many disadvantages:


  • it is not Filipino;
  •  it does not inspire loyalty to the nation but as a reminder of a colonial past;
  •  the toga, which covers the whole body, is impractical and uncomfortable to use in a tropical country like the Philippines;
  • it promotes uniformity and does not encourage the flourish of cultural diversity;
  • renting or buying a toga, with gown and cap, is an additional expense and an added burden on parents.
In view of the foregoing, it is respectfully proposed that Sablay, instead of the toga, be used in end-of-school-year-rites in all Elementary and Secondary schools. This will:

  •  instill patriotism and nationalism among young learners;
  •  promote core values of Makabansa and Makakalikasan;
  •  promote local culture roots and perpetuate the production of local textiles of indigenous peoples;
  •  boost rural development;
  •  provide jobs and empower women and men weavers;
  •  revive and sustain local and traditional weaving enterprises.

 The School Year (SY) 2019-2020 shall formally open on Monday, June 3, 2019 an shall end on Friday, April 3, 2020. It shall consist of 203 school days, inclusive of the five-day In-Service Training (INSET), the three days for the Parent-Teacher Conferences to be conducted within the school year, and the World Teachers' Day; provided, that during the five-day INSET, students shall be given advance reading for the attaintment of learning objectives. - DO 07, s. 2019

2020 Brigada Eskwela Program Implementing Guidelines


The Department of Education (DepEd) will conduct the 2020 Brigada Eskwela with the theme, Pagpapanatili ng Bayanihan Tungo sa Kalidad na Edukasyon para sa Kabataan, from May 18 to 23, 2020. The Brigada Eskwela is the National Schools Maintenance Week that aims to bring together all education stakeholders to participate and contribute their time, effort, and resources to prepare public school facilities for the opening of the school year in June.
The Brigada Eskwela Program is one of the most important programs in DepEd. In the spirit of bayanihan, private institutions/individuals, government agencies, local government units, and other organizations contribute to DepEd campaign to ensure accessible and quality basic education. The components of the program are the following:
a. Brigada Eskwela (National Schools Maintenance Week),
b. Brigada Eskwela Plus (Partnership Support for Access), and
c. Brigada Pagbasa (Partnership Support for Quality Education).
The National Kick-off Program shall be held on May 14, 2020 in a public school of the host region (to be announced). Regional offices (ROs) and schools division offices (SDOs) shall hold a kick-off ceremony to launch the Brigada Eskwela in their respective areas on or before May 18, 2020.
All regional directors (RDs) and schools division superintendents (SDSs) shall mobilize their partnerships focal persons to ensure the effective implementation of Brigada Eskwela Program in all public elementary and secondary schools and the involvement of the community and local stakeholders.

School heads (SHs) shall take the lead in planning the activities geared towards making schools ecologically conscious, resilient, clean, safe, and conducive to learning. No Brigada Eskwela fee shall be collected from parents or solicited from other volunteers. Other important reminders to SHs in the conduct of this activity are indicated in Enclosure No. 1.
Individuals or groups from the national government agencies (NGAs), local government units (LGUs), private sectors, international organizations, and other parties interested to help the schools and volunteers may coordinate with any of the following:
a. External Partnerships Service (EPS) of the DepEd Central Office,
b. Education Support Services Division (ESSD) in the ROs,
c. Social Mobilization and Networking Section (SocMob) under the Schools Governance and Operations Division (SGOD) in the SDOs, and
d. SHs of the beneficiary school/s, for guidance.
All DepEd employees are encouraged to join the Brigada Eskwela activities by offering their skills, sharing their time or providing their in-kind assistance and support to public schools near their residence. Interested employees are given two days to do volunteer work on official time, provided that such work is approved by their heads of offices. Further, nonteaching personnel shall earn Compensatory Time Off (CTO) for the complete eight hours of participation in the maintenance effort on the last day of Brigada Eskwela Week, which is a Saturday.
Teaching personnel is entitled to earn vacation service credits arising from their active involvement in the Brigada Eskwela activity. Teachers shall earn a one day service credit for the accumulated eight hours of participation in the maintenance effort. For further details on granting service credits to teachers, please refer to DepEd Order No. 53, s. 2003 titled Updated Guidelineson Grant of Vacation Service Credits to Teachers, particularly Item No. I-d Sub-items d and k and Item No. 1-f, which pertains to the grant of service credits.
Central Office key officials are enjoined to participate in activities related to the implementation of Brigada Eskwela Program.
All bureau directors and RDs, ESSD chiefs and regional partnerships focal persons are enjoined to attend the national kick-off program. Travel and incidental expenses shall be charged to local funds, subject to the usual accounting and auditing rules and regulations.
2020 Brigada Eskwela Activities and Schedule
The schedule of activities for the 2020 Brigada Eskwela Implementation is as follows:

To implement the selection process in the Search for Brigada Eskwela Best Implementing Schools effectively, DepEd issues a set of criteria provided in Enclosure No. 2.
The SH and school coordinator of the Brigada Eskwela Best Implementing Schools shall receive a certificate of recognition, which they can present when they apply for promotion based on the existing hiring and promotion guidelines. Certificate of Appreciation shall also be given to the Parents-Teachers Association (PTA), local government unit (LGU) partner, major private sector partner, the school, and the school Adopt-a-School coordinator.
Brigada Eskwela Plus
The Brigada Eskwela Plus shall be conducted in public schools nationwide in phases. Consistent with the Brigada Eskwela Program, the Brigada Eskwela Plus is geared towards increasing learners’ participation rate, reducing dropouts, helping improve learning for both the learners and their community, and creating a network of community-based organizations committed to supporting schools through collaborative programs and projects.
The implementation of Brigada Eskwela Plus shall focus on the following key activities:
a. School maintenance activities throughout the school year;
b. School and community effort to improve participation and reduce dropout, or enroll in the alternative delivery mode; and
c. School and community effort to improve student and community learnings.
Among the Hall of Fame Awardees, each region will select one Brigada Eskwela Plus Most Sustained School Award. The details of the award are also discussed in Enclosure No. 2.
What is Brigada Pagbasa?
The Brigada Pagbasa is an after-school reading program that envisions bringing together DepEd partners, experts, changemakers, policymakers, and other stakeholders across all sectors from international and local agencies and organizations in the public and private sectors to help all learners read and become functionally literate. The program will provide a platform to synergize efforts and resources to address current education-related challenges. It will also create opportunities for all stakeholders to contribute possible solutions to the current gaps in the country’s educational system, especially in equipping the learners with 21st-century skills.
In preparation for the Brigada Pagbasa, the Division Partnership Focal Persons are encouraged to conduct an inventory of school reading programs with partnership components that can be registered under the Brigada Pagbasa.
SHs shall ensure that all donated items classified as Property, Plant, and Equipment are properly recorded in the book of accounts as stipulated in DepEd Order No. 82, s. 2011 titled Guidelines on the Proper Recording of All Donated Properties. The documents required to support the recording in the book of accounts are as follows:
a. Inventory Custodian Slip for donated properties with value below P15,000.00 (Enclosure No. 3); and
b. Property Acknowledgement Receipt for donated properties above P15,000.00 (Enclosure No. 4).

REMINDERS FOR SCHOOL HEADS IN THE IMPLEMENTATION OF 2020 BRIGADA ESKWELA
1. Brigada Eskwela espouses the spirit of volunteerism. Taking part in the school repair and other maintenance work is neither mandatory nor requisite for learners to be accommodated in schools.
2. No Brigada Eskwela fee shall be collected from parents or solicited from other volunteers.
3. All uniformed personnel are welcome to participate in Brigada Eskwela, however, carrying firearms is prohibited inside the school premises.
4. In the performance of their role in operationalizing this year’s Brigada Eskwela in relation to the theme, school heads are expected to consider the following materials:
a) School safety and Preparedness Guide (Annex A of Enclosure No.1)
b) DRRM Stakeholder Engagement Strategy (Annex B of Enclosure No. 1)
c) Menu of School Kits (Annex C of Enclosure No. 1)
d) WASH in Schools List of Activities
e) Learning Resource Centers
5. Pursuant to DepEd Order No. 6, s.2012 entitled “Guidelines on the Adoption and Implementation of Public Health Policies on Tobacco Control and Protection against Tobacco Industry Interference,” receiving assistance or support from companies and other players in the tobacco industry for Brigada Eskwela is not allowed.
6. Pursuant to DepEd Order No. 48, s. 2018 entitled “Prohibition on
Electioneering and Partisan Political Activity,” the schools may not receive any forms of contribution/donations from official candidate for the local ancL national election.
SCHOOL SAFETY AND PREPAREDNESS GUIDE
In view of the implementation of the 2020 Brigada Eskwela, this School Safety and Preparedness Guide is issued to provide guidance to schools and education partners in ensuring safety and preparedness of our learners and personnel before, during and after emergencies. Enumerated below is a list of recommended activities that may contribute to a safer school. School Principals need to identify which of list are most appropriate and important for their schools. The SH may also identify other measures that may add-up to this list.
I. SAFE LEARNING FACILITIES

1. Facilitate the assessment of school building structure and electrical wiring and make necessary repairs and/or upgrades to prevent unnecessary incidents.
2. Repair minor classroom damages such as broken windows, doors, blackboard, roofs and other furniture, etc.
3. Install appropriate and available fire suppression, including fire extinguishers, water source and relevant indigenous materials.
4. Make sure that corridors and pathways are unobstructed and that all sharp, protruding objects which may cause harm to students are removed.
5. Clean and clear drainage to prevent clogging. Cover drainage canals and provide necessary warnings.
6. Cordon off and post safety signage for on-going construction, unfinished, damaged and condemned buildings.
7. Secure cabinets and drawers and ensure that heavy objects are below head level.
8. Post safety measures in laboratories and workshops.
9. Prepare an evacuation/exit plan and directional signage on every floor of the building.
10. Identify evacuation areas and classrooms that may be used as temporary shelters during disasters and emergencies.
11. Prune trees to avoid entanglement from electrical wiring and avoid potential harm to life and property.
II. SCHOOL DISASTER MANAGEMENT

1. Post a directory of emergency contact numbers of relevant government agencies and officers, in various areas of the school.
2. Establish and maintain early warning mechanisms in the school.
3. Equip school with first aid kits, flashlights, megaphones, and other supplies necessary in cases of emergency. Ensure that these items are highly accessible and can be easily located.
4. Identify alternative sources and/or maintain supply of drinking water within the school.
5. Ensure that learners, teachers, and personnel have identification cards with relevant information.
6. Create database of learners with the contact details of their immediate family members/relatives/guardians.
7. Secure and safely store vital school records.
8. Coordinate with barangay officials on pedestrian safety of students.
9. Document accidents experienced by students and personnel within the school to improve prevention and mitigation measures.
III. RISK REDUCTION AND RESILIENCE EDUCATION
1. Identify a storage area for safekeeping of vital schools records, textbooks, teaching manuals, computers, and other school equipment.

MULTI-YEAR IMPLEMENTING GUIDELINES OF THE CONDUCT OF THE K TO 12 BASIC EDUCATION PROGRAM END-OF-SCHOOL-YEAR RITES

The Department of Education (DepEd) issues the enclosed Multi-year Implementing Guidelines on the Conduct of the K to 12 Basic Education Program End-of-School-Year Rites (EOSY) for Kindergarten, Grade 6, Grade 10 and Grade 12 learners who meet the curriculum requirements at the end of each school year.

Specifically for School Year (SY) 2019 – 2020, the EOSY rites shall focus on the theme Sulong EduKalidad: Pagtataguyod sa Kinabukasan ng Bayan (Sulong EduKalidad: Championing the Nation’s Future,”which highlights the essential role of quality education in helping Filipino learners achieve their full potential in order to fulfill their dreams and contribute meaningfully to nation-building, Moreover, each school shall have the discretion to elect the date for the holding of this year’s rites within the week of April 13-17, 2020, taking into consideration the applicable guidelines by the Department of Health (DOH) in light of the COVID-19 public health situation, and to conduct the rites consistent with the DOH guidelines on mass gatherings. Should the public health situation prevent the holding of this year’s rites within the said week, the schools, in consultation with the Parents-Teachers Association (PTA) leadership, may choose to reschedule or forego the holding of the rites.

This Order shall take effect immediately upon its approval and shall remain in force and in effect for the duration of the K to 12 Basic Education Program, unless sooner repealed, amended or rescinded. All previous issuances relative to this Order which are found inconsistent are deemed superseded or modified accordingly.

MULTI-YEAR IMPLEMENTING GUIDELINES ON THE CONDUCT OF THE K TO 12 BASIC EDUCATION PROGRAM END-OF-SCHOOL-YEAR RITES

RATIONALE
In response to the changing and complex needs of the loval, national, and global communities, it is the mission of  the K to 12 Basic Education Program to strengthen the values of the Filipino people, develop a strong sense of nationalism, develop productive citizens who contribute to the building of a progressive, just, and humane society, ensure environmental sustainability, and cultivate global partnership for development (DO 21, s. 2019). Any Filipino individual who completes it shall have been holistically prepared to pursue higher education, entrepreneurship, middle level skills development or employment with increased chance of success.

To celebrate learner’s hard work and accomplishments, appropriate ceremonies shall be held at specific milestones of the basic education program. These ceremonies shall be meant to acknowledge learners who have successfully met, or even exceeded, curricular requirements, and mark the transition to subsequent stages of schooling until they finish basic education. Such events and have their parents celebrate with them. By culminating in the conferral of diplomas and certificates, these rites serve to commemorate the fruits of the collective efforts of the whole school community.

SCOPE
This policy shall provide guidance in the annual conduct of end-of-school-year rites and shall be applicable to both public and private elementary and secondary schools nationwide.

POLICY STATEMENT
This DepEd Order establishes the procedures for conducting appropriate ceremonies for Kindergarten, Grade 6, Grade 10, and Grade 12 learners who meet the curriculum requirements at the end of each school year.

PROCEDURE
  1. 1.      At the end of each school year, the DepEd shall conduct the following End-of-School-Year (EOSY) Rites

Grade Level Completers

Kindergarten
Moving Up
Kindergarten Certificate
Grade 6
Graduation
Elementary Certificate
Grade 10
Moving Up
Junior High School Certificate
Grade 12 learners from
a.      Schools with DepEd approved K to 12 transition plans
b.      Schools with permit to operate Senior High School since 2014
c.       International schools with to K to 12 Program
Graduation
Senior High School Diploma

  1. 2.      The annual theme for the ceremonies shall be published in the DepEd Memorandum, Schools, schools division offices (SDOs) or regional offices (ROs) may translate the theme in their respective Mother Tongues.


  1. 3.      The EOSY rites shall be scheduled in accordance with the school calendar published every school year. Schools, SDOs, or ROs with an extended school year will have to be guided by their approved revised school calendar.



  1. 4.      DepEd reiterates the following policies:

a.      Graduation and Moving Up Ceremonies should be simple but meaningful. While these rites mark a milestone in the lives of the learners, these should be conducted without excessive spending, extravagant attire, or extraordinary venue.
b.      Non-academic projects articulated in DepEd Order (DO) No. 66 s. 2017 entitled ImplementingGuidelines on the Conduct of Off-Campus Activities such as attendance to field trips, film showing, junior-senior promenade, and other school events should not be imposed as requirements for graduation or completion.

For Public Schools only
c.       Expenses relative to the activity should be charged to the school’s Maintenance and Other Operating Expenses, subject to existing guidelines;
d.      No DepEd personnel shall be allowed to collect any kind of contribution or fee for the graduation/moving up ceremony.

  1. 5.      Casual or formal wear, or school uniform, shall still be the recommended moving up/graduation attire. The use of toga or sablay may also be allowed as an additional garb.


  1. 6.      The format of the certificate of completion and diploma must be in accordance with DO No. 31 s.2019. The Department of Education Service Marks and Visual Identity Manual,Enclosure No. 1 pages 44 to 46.

For private elementary and secondary schools, technical and vocational institutions (TVIs), and higher education institutions (HEIs) including state universities and colleges (LUCs)
The use of the enclosed completion certificate and diploma templates is optional. The signature of the school head is required, while the signature of the Schools Division Superintendent is not required.
For public elementary and secondary schools
The use of the cited completion certificate and diploma templates is REQUIRED.

  1. 7.      Awarding of  honors to learners from Grade 1 to 12 shall follow guidelines stipulates in DO No. 36s. 2016 entitled Policy Guidelines on Awards and Recognition for the K to 12Basic Education Program.


  1. 8.      Further, the EOSY rites shall be conducted in an appropriate solemn ceremony befitting the learners and their parents and shall not be used as a political forum. The DepEd reiterates the strict compliance with DONo. 48 s. 2018 entitled Prohibition of Electioneering and Partisan Political Activity.

MONITORING AND EVALUATION

The School Heads shall be primarily responsible for supervising the implementation of this policy in their school, ensuring that the provisions are communicated to all concerned stakeholders in the school community.

The ROs and SDOs shall jointly monitor the compliance of schools with these guidelines.
Feedback shall be provided to the DepEd and used to evaluate the policy for continuous improvement of its design and implementation. Such information shall be addressed to the Office of the Director IV of the Bureau of Learning Delivery through email at bld.od@deped.gov.ph or at telephone numbers (02) 8637-4346 and 8637 – 4347.

EFFECTIVITY/ TRANSITORY PROVISIONS
This Order shall take effect immediately upon its approval and shall remain in force and in effect for the duration of the K to 12 Basic Education Program unless sooner repealed, amended or rescinded. All previous issuances relative to this Order which are found inconsistent are deemed superseded or modified accordingly.

This Order shall be filed with the Office of the National Administrative Register (ONAR) of the University of the Philippines (UP) Law Center, UP Diliman, Quezon City.

    The Department of Education was established through the Education Decree of 1863 as the Superior Commission of Primary Instruction under a Chairman. The Education agency underwent many reorganization efforts in the 20th century in order to better define its purpose vis a vis the changing administrations and charters. The present day Department of Education was eventually mandated through Republic Act 9155, otherwise known as the Governance of Basic Education act of 2001 which establishes the mandate of this agency.

Life may constantly offer you challenges, but you have to forge on.

    I salute the teachers, our unsung heroes, for molding the minds of our Filipino youth and producing among these learners the much-needed knowledge and competencies under the K to 12 Basic Education Program. Hours may be long and the prescribed duties may be exhausting, but shaping the future of these youth will definitely improve their lives.

    To the parents, we thank you for your sacrifices in attending to the needs of your children. Your guidance and support have helped build their confidence in themselves. You have exerted a powerful influence on their overall development.

    To All DepEd Personnel Concerned and Private Lending Institutions (PLIs) Under the Department’s Automatic Payroll Deduction System (APDS) Program
    For your information and ready reference, attached is a copy of the letter-response dated May 4, 2020 from Deputy Governor Chuchie G. Fonacier, Office of the Governor, Financial Supervision Sector, Bangko Sentral ng Pilipinas (BSP), in relation to this Department’s request for clarification on the President’s decision to extend the Enhanced Community Quarantine (ECQ), as to whether or not the extension of the 30-day mandatory grace period on loan payments pursuant to Section 4 (aa) of Republic Act No. 11469, otherwise known as “Bayanihan to Heal as One Act” will be applied nationwide or in certain areas only.
    Based on the second paragraph of the BSP Deputy Governor’s letter-response, the Implementing Rules and Regulations (IRR) of the Bayanihan Act further provides that the initial 30-day grace period shall be automatically extended if the ECQ period is extended by the President pursuant to his emergency powers under the said Act. Thus, under the Bayanihan Act and its IRR, the extension of the mandatory grace period shall be based on the extended ECQ period declared by the President. This shall COVER ALL LENDERS WITHOUT DISTINCTION IRRESPECTIVE of their place of operation.

    Considering the above response from BSP and since majority of the APDS accredited PLIs agreed that no deductions will be effected during the ECQ period, based on the communication made by this Department in a General Letter (GL) dated April 7, 2020, this Department shall not remit to the PLIs including Land Bank of the Philippines and Pag-IBIG Fund, but instead refund the loan amortizations deducted from the May 2020 salaries of the concerned DepEd personnel nationwide. It is worthy to mention that most of these PLIs opted for the Minimum Relief based on the Bayanihan Law and the Department of Finance’s IRR, which states in part that “No deductions will be effected during the ECQ period.”

    Moreover, the loan amortizations due to the Government Service Insurance System and DepEd Provident Fund were already effected in the May 2020 payroll pursuant to paragraph 21.2.2 (b) of DepEd Order No. 3, s. 2020. Otherwise, the said deductions shall also be refunded to all DepEd personnel concerned within this month.
    The termination dates for the said loan amortizations shall be automatically extended in DepEd’s payroll program for another one month.
